The crorepatis in Punjab

Sukbhir Singh Badal (SAD) has the highest annual income at Rs 4.58 crores. He is followed by Parkash Singh Badal (SAD) at 2.00 crores.

The list of candidates analysed by the Punjab Election Watch for the forthcoming assembly elections also shows that a total of 92 candidates (23%) out of 408 candidates analyzed by the Punjab Election Watch for Punjab Assembly Elections have declared that they have never filed income tax returns.

While Sukbhir Singh Badal is the richest, Rana Gurjit Singh (INC) at 1.59

crores, Kewal Singh Dhillon (INC) at 1.53 crores and Deep Malhotra (SAD) at 1.10 crores as per their last filed income tax returns are on the third and fourth positions.

Out of the 92 candidates analyzed who have never filed IT returns, INC has 15, SAD has 11, PPP has 20 and BSP has 27. The top three candidates with maximum assets who have never filed their IT returns are Karan Kaur of INC contesting from Muktsar with total assets of Rs 128 crore, followed by

Ramanjit Singh Sikki of INC contesting from Khadoor Sahib and Gurpartap Singh Wadala of SAD contesting from Nakodar have total assets worth Rs 20.12 crore and Rs 13.71 crore respectively.

47 (12%) candidates do not have a PAN number of which 5 are from INC, 5 fromSAD, 7 from PPP and 18 from BSP. The top three candidates with maximum assets but not declared their PAN card details are Gurpartap Singh Wadala of SAD contesting from Nakodar with total assets of Rs 13.71

crore, followed by Brahm Mohindra of INC contesting from Patiala Rural and Sikander Singh an independent candidate contesting from Rampura Phul have total assets of Rs 6.49.

 Uttarakhand:

99 (36%) candidates out of the 278 candidates analyzed have declared that they have never filed ITR.  For BSP 31 (44%) out of 70 candidates, UKD (P) 24 (55%) out of 44 candidates, BJP 20 (29%) out of 70 candidates and INC 10 (14%) out of 70 candidates, have declared that they have never filed ITR.

42 out of 278 candidates analyzed (15%) who are contesting in Uttarakhand 2012 Assembly Elections have not declared their PAN card details. Out of the 42 candidates who have not declared their PAN details, 6 candidates are Crorepati.

Out of 278 candidates analyzed, 99 candidates (36%) have declared that they have not filed their ITR. Among them, Shahjad of BSP has the highest assets of approximately 6.52 crore followed by Kaleem of BJP with assets worth around 3.15 crores.

Punjab has a lot of gainers this time

The financial and crime related details of the MLAs contesting the Punjab elections are out. The Punjab Election Watch which has compiled the details along with the Association for Democratic Reforms has the following details.

18 MLAs out of these 77 re-contesting MLAs have pending criminal cases against them

5 re-contesting MLAs out of these 77 have serious criminal cases like murder, attempt to murder, kidnapping, robbery etc. pending against them.

The average assets of these MLAs as declared in 2007 is Rs 4,60,37,351 (4.6 crores)

The average assets of these MLAs as declared in 2012 is Rs 10,73,33,640 (10.7 crores)

Average asset growth for these re-contesting MLAs is Rs 6,12,96,289 (6.1 crores)

Average percentage growth in assets for these MLAs is 133%

The Indian National Congress 10 such recontesting MLAs with pending criminal charges of which 4 have serious charges against them. The SAD has 7 MLAs with criminal charges and one has a serious charge pending. In the case of the BJP there is only one MLA with a pending criminal charge and it is not a serious charge.

Topping  this list is Balbir Singh Sidhu of the Indian National Congress from SAS Nagar who has 1 charges related to Murder (IPC Section-302) 1 charges related to Attempt to murder (IPC Section-307).  1 charges related to Rioting, armed with deadly weapon (IPC Section-148) 1 charges related to Every member of unlawful assembly guilty of offence committed in prosecution of common object (IPC Section-149) 1 charges related to Punishment of criminal conspiracy (IPC Section-120B) Other details:25,27,54,59 Arms Act * The affidavit mentions that “No charge against the deponent has been framed as the name of the deponent has been declared innocent and the deponents name has been shown in the challan committed before.

Sukhbir Singh Badal of the SAD from Fazilka Constituency, Jalalabad  has 1 charges related to Attempt to murder (IPC Section-307) 1 charges related to robbery (IPC Section-392) 1 charges related to Voluntarily causing hurt to extort property, or to constrain to an illegal act (IPC Section-327) 1 charges related to voluntarily causing hurt (IPC Section-323) 1 charges related to Causing disappearance of evidence of offence, or giving false information to screen offender (IPC Section-201) 1 charges related to Punishment of criminal conspiracy (IPC Section-120B).

Makhan Singh from the INC from the BathindaConstituency:Bathinda Rural (SC)  has 1 charges related to Attempt to murder (IPC Section-307) 1 charges related to criminal intimidation (IPC Section-506) 1 charges related to Rioting, armed with deadly weapon (IPC Section-148) 1 charges related to Every member of unlawful assembly guilty of offence committed in prosecution of common object (IPC Section-149).

The money bags:

Kewal Singh Dhillon of the Indian National Congress from the Barnala constituency:  He had 6.83 crore in the year 2007 and this year his asset value is Rs 78 crore. His asset increase is at 1048 per cent.

Sukhpal Singh of the INC from Bholnath was worth Rs 2 crore in the year 2007 and today he is worth Rs 52 crore which means he had an asset increase of 2282 per cent.

S Shukhpal Singh Nanu of the BJP from the Firozpur constituency was worth Rs 7 crore in the year 2007 and today he is worth Rs 55 crore which means his assets percentage increase is 605 pe cent.

Available affidavits of 2012 reveal that the average asset increase for each re-contesting MLAs of INC is Rs 6.81 crores. The same procedure was followed for other parties and it was found that the available details for 28 re-contesting MLAs of SAD show an average asset increase of Rs. 4.74 crores each. Given below is the detail for all parties who have re-contesting MLAs in Punjab Assembly Elections 2012:

Congress- Average assets in 2012 is Rs 11 crore and in the year 2007 was Rs 4 crore. There has been an average asset increase of Rs 6 crore at 159 per cent.

SAD- Average assets in the year 2012 is Rs 10 crore as compared to Rs 5 crore in 2007 which means that there has been an increase of Rs 4 crore at 86 per cent.

BJP- Assets in the year 2007 was Rs 2 crore and in 2012 it is Rs 9 crore. The increase is at 236 per cent at Rs 6 crore.

PPP- Average increase is at 155 per cent at Rs 10 crore. In the year 2007 it was Rs 7 crore and this year it is at Rs 17 crore.

Grand Total- All parties put together would show average assets in the year 2012 at Rs 10 crore which is a 6 crore increase from the year 2007. The per centage is at 133.
